Company Overview

RDM International, Inc. (RDM) is a Small Business Enterprise (SBE) specializing in civil and electrical engineering services for military installations, commercial airports, highways, roadways and seaports. Founded in 1987, RDM is a recognized industry leader in pavement evaluation, design, management, and construction services for military and civilian airport facilities. We provide a wide range of professional consulting services in airport planning, airfield civil and electrical design, pavement management, pavement evaluation and design, GIS Applications, materials and forensic investigations, and construction services support.

RDM is a recognized industry leader in the evaluation, design, construction, and management of airfield pavements. We have performed research for the FAA as well as other government agencies and commercial clients regarding statistical quality assurance specifications, mechanistic structural design methods, Non-Destructive Testing (NDT), material recycling, and new pavement materials. RDM excels across the board when it comes to design due to our expertise on all components of the pavement process. From evaluation of the in-situ condition and the distresses that are being experienced, RDM develops a project specific approach to deliver the most economical pavement testing and geotechnical investigation program to build an understanding for each individual project worked on. RDM’s expertise and experience in pavement materials and failures, such as durability concerns, alkali silica reactivity (ASR), etc., provides the understanding of how different materials will perform and the optimum rehabilitation for any scenario. RDM’s extensive experience in overseeing construction of Asphalt and Portland Cement Concrete projects provides an understanding of constructability challenges leading to a design that avoids costly delays and change orders during construction.

We specialize in all aspects of pavement and airfield engineering including design, evaluation, planning, electrical, construction, and management. Peter Yip, PE – President

Mr. Yip has more than 40 years of Civil Engineering and Information Technology experience. He is a project manager involved in various aspects of pavement engineering including pavement management system implementation, nondestructive testing, and structural evaluation and design for airports, military installations and roadway pavements in the U.S., South America and the Caribbean. Mr. Yip is a Registered Professional Engineer in AL, IN, IL, MI, NC, TX and VA.

Christopher Decker, PE, F.ASCE – Senior Vice President/Project Manager

Mr. Decker has 34 years of experience in pavement design, materials testing, quality control / quality assurance, set-up and operation plant sites, and construction management. He serves as a Senior Project Manager for various airport and roadway projects and during the past twenty years, he has successfully completed more than 80 projects across the United States and abroad. Mr. Decker is a registered Professional Engineer in 26 U.S. states.

Mathew Diffin – PE, Vice President

Mr. Diffin has more than 18 years of experience in airport and roadway pavement management and evaluation, design, and construction. He has successfully overseen pavement management implementations for numerous commercial and international airports domestically and abroad. During the past 10 years, he has managed several large military projects involving the evaluation of both landside and airside pavements at more than 70 military installations throughout the U.S. and abroad. Mr. Diffin has also managed several large Statewide Airport Pavement Management Program (APMS) updates. He is a registered Professional Engineer in ME, MT, NC, OK, RI, VA, and WY.
