Project Description
RDM performed a network level Pavement Management System (PMS) update of airfield pavements at the Dayton International Airport (DAY), Vandalia, OH. This is an update to a Pavement Management survey completed by RDM in 2015. The primary objective of this study was to update the 2015 PMS to reflect changes in pavement conditions and to evaluate the functional and structural condition of existing airfield pavements. Approximately 19.7 million SF of airside pavement was surveyed. PCN values were calculated for each runway and several taxiways as part of the program. This calculation included a detailed review of the current and future aircraft fleet mixes utilizing the airport.
RDM developed, prioritized, updated, and recommended maintenance projects and full areas of reconstruction, where needed. Surveys, testing, and analysis were based on the findings from the visual surveys, NDT, and Geotechnical tests, a multi-year maintenance and rehabilitation program was created for the airport to use for planning, budgeting and FAA Grant coordination. Unit costs were updated to create project estimates that included design and construction administration fees. The ten-year Maintenance and Rehab plan identified over $81 million of repair projects that were prioritized by RDM. Projects ranged from maintenance/preservation projects to full reconstruction, depending on distresses, severity, and location.
An update to the PAVER database, version 7.0.11 was part of the program. All inspection, testing and analysis were performed in accordance with FAA Advisory Circular (AC) and ASTM standards
